TOPOGRAPHY

          Special Branch unit of Puducherry and its attached FRO / SIGMA Intelligence Units are functioning in the CID Complex, Goubert Avenue, Beach Road, Puducherry occupying part of Ground Floor for FRO Unit, part of 1st Floor for both SB and Sigma Intelligence Unit.

 INTRODUCTION

          During 1956, this unit was formulated to act as “eyes and ears” of Government.  The very word “EYES AND EARS” refers to its various types intelligence, it feeds to this Department / Government both on Internal and External Security relating to U.T. of Puducherry, which are evaluated and incorporated in Government policy formulation to maintain this U.T’s Growth, Peace and Order.  This unit covers the various avert / covert activities of all Politics / Religious / Communal / Trade Union / Association / Fundamental Outfits / Left Extremist / Terrorism / NGO / Banned Organization / Government Servant Unions and its active personalities.  This unit also liaises with the above wings on behalf of Government to suit the time-to-time requirement on various issues as directed by this Department or Government.  This unit had established its branch at Karaikal and Mahe regions of this U.T. to ensure proper coverage. 

PRESENT STATUS:

 Following the fast developments on various sectors in the U.T. of Puducherry results in the raise on threat to Internal / External security increasing the work load of Special Branch. In this regard and incompliance to the advise of I.B / MHA on the proposal to form “SIGMA” was agreed. SIGMA represents SPECIALIZED INTELLIGENCE GATHERING MACHINERY. Accordingly reorganization of the unit was proposed and thereby this department had created SIGMA Intelligence & SIGMA Security units in two phases during 2000 and 2001. The workload of Special Branch was re-allocated by way of sharing it to the new units. 

 Accordingly Special Branch covers the activities of Political / Trade Union / Service Organizations/ Associations / Religion / Labour Communal / NGOs and its activities and other sensational issues time to time specified by this Department / Government. 

 Sigma Intelligence covers the coverage of the activities of Fundamental Outfits/ Terrorists / Left Wing Extremists / Banned Organisations and other relating issues on Internal / External security time to time specified by this Department / Government U.T. / INDIA . 

 FOREIGNERS REGISTRATION OFFICE (FRRO) covers the registration of NRI’s entering India at Karaikal /Mahe / Yanam for staying beyond 90 days. It makes endorsement for VISA EXTENSION as ordered by Home Secretary, GOI / Home Secretary, Puducherry on the recommendation of the respective REO’s (Karaikal / Mahe / Yanam) for the fit case. In addition, it carries out PASSPORT VERIFICATION of entire Puducherry region and directly sending it to RPO Chennai / Home Department, Puducherry. With respect Karaikal region the said Passport Verification & Visa Extension work is covered by SP (Karaikal). While for Puducherry & Yanam is by SP (Special Branch / Inspector FRRO)

 Activities of SB / SIGMA Intelligence / FRO is tremendously increasing due to urbanization in Puducherry Region with best development in all sectors, inviting settlement of other state population including movement of foreigners.                 

  Development programmes of the Governments widened inviting number of professional colleges, university, extension of port, extension of Airport, new satellite town, entertainment centers, Hotels, IT Zone, Special Economic Zone, Industries, raise in political / trade union / Association / NGO sector and their activities etc.

           The workload is being adjusted with the existing strength and proposal was initiated in this regard to ensure proper coverage.

2.       SIGMA INTELLIGENCE  

a)     Anti-national activities, which are likely to affect the security and integrity of the state and the country.

b)     Movements and activities of political and security suspects and surveillance over them.

c)     Movements and activities of foreigners who are politically suspicious, smugglers, anti-nationals or terrorists.

d)     Infiltration of subversive elements into government service, verification of antecedents, loyalty and reliability of employees particularly in Defence Services, Police Transport and Communication Service and services mount for the maintenance of law and order and those connected with vital installations and industries.

3.       FOREIGNERS REGISTRATION OFFICE

F.R.O (I.B) Chennai was monitoring the movements of Foreigners covering the U.T. of Puducherry. During 1963, workload was re-allocated by appointing IGP, Puducherry as FRO for Puducherry U.T covering the jurisdiction of Vannoor District of Tamil Nadu.  Following the development of the village Auroville, the flow of Foreigners increase considerable inviting security threat.  In this regard, MHA had established its own office at Puducherry by re-allocating the workload vide notification No.25022/7/77, F.I (i) dated 01.04.1977 mainly to cover the jurisdiction of Auroville covering Vannoor District of Tamil Nadu.  As they could not cover the jurisdiction of Karaikal, Mahe and Yanam again IGP, Puducherry was appointed as FRO for Karaikal, Mahe and Yanam vide revised notification GO Ms.No.1/77, dated 25.05.1977.

          Since then the Registration of Foreigners movements and stay at Mahe, Yanam and Karaikal are governed by FRO (Police) at Puducherry under the control of IGP Puducherry and the registration of Foreigners movement / RRO (IB) at Puducherry governs stay at Vanoor district covering Auroville.

          IGP Puducherry had re-delegated his power of FRO with Inspector FRO citing his workloads to Government vide order No.25022/112/82-F.I, dated July 1982.  In this regard, the sample signature of Inspector of Police posted at FRO Unit will be sent to IB authorized by IGP and copies will be marked to all immigration points in India for information.

FUNCTIONS:

          Whenever any NRI of Karaikal, Mahe and Yanam arrives India and staying more that the specified days (90 days) have to register his entry into India with FRO and if he seeks further extension of stay beyond the visa period then he have to apply for it before the Regional Administrative Office / Regional Executive Officer concerned who will recommend the fit case to Home Secretary, Puducherry Home Secretary will then pass order to FRO, Puducherry to endorse extension of visa period in the passport and make due entries in the specified register.

          Following the workload at FRO Puducherry, the FRO work of Karaikal was reallocated with Inspector Kottucherry Circle under rule 3(2) of Registration of For Foreigners rules, 1939 vide order No.XI/Misc/305/2003, dated 24.03.2003 and again reallocated on SP (Karaikal) for administrative reasons.

          At present FRO, Puducherry covers Mahe and Yanam as jurisdiction and additionally doing the duties of passport verification of entire Puducherry regions and directly sending the reports to Home Department and Regional Passport Officer, Chennai under the administrative Control of SP (SB) and ASSP (C&I) while Karaikal FRO is covered by SP (Karaikal) and SSP (Karaikal). F.R.O activities of Karaikal are looked after by SP, Karaikal as per the standing instruction of IGP.

      STRENGTHENING OF SPECIAL BRANCH

 Activities of SB / SIGMA Intelligence / FRRO is  increasing due to present security scenario, urbanization, promotional programmes in Tourism, development of professional colleges, University, Port, Airport, Satellite Town, IT Zone, Special Economic Zone, etc., including movement of foreigners. Hence it is proposed to strengthen the Special Branch by:

 •           Posting additional man power

•          To Introduce incentive system to SB staff

•          Special training in special branch staff

•          Training in handling of all kinds of modern equipment

•          Fixed tenure in Special Branch

                   Even though the entire strength of SIGMA (Intelligence) is attached with Special Branch, the SP (Intelligence) is officiating as SP (Rural) and 4Inspectors, 11Sis, 6HCs and 4PCs were performing their duties in law and order stations & Circles. Only on Inspector, 4HCs & 4PCs are working for SIGHA(Intelligence) attached with Special Branch unit.
