CENTRAL CONTROL ROOM  

INTRODUCTION

Central control room was constituted to perform the following CORE ACTIVITIES round the clock to ASSIST THE LAW & ORDER MACHINERY making use of the Emergency Public Utility Services such as dial - 100 provided by the various Telecom operators in accordance to INDIAN TELEGRAPHIC ACT.   

 

a.     To attend emergency and distress call received through dial 100 from public and to communicate to the respective urisdictional 

 

         Police for necessary action.

b.     To act as communication monitoring / access center for Police Department

c.      To assist public seeking police assistance

BRIEF HISTORY OF PONDICHERRY CENTRAL CONTROL ROOM

Control room was established in the Office of the Circle Inspector functioning at SSP quarter angle, Dumas Street, Pondicherry to cater the Emergency and Distress calls received from the general public through Dial 100 phone of Telecom Department.

A separate Central Control Room with wireless was established when the Circle Inspector Office was shifted from SSP quarter angle.

Apart from this EPABX with 20 extensions was added during 1986. 

CORE DUTIES

1.       To receive public utility emergency & distress service calls round the clock via dial 100.

2.       Information received through distress / emergency calls will be communication to the respective Police Station for necessary 

          legal action / assistance.

3.       To assist public in sharing information.

4.       To assist Law and Order machinery in developing better image of Police.

STAGE-II

In order to contain the various Law and Order problems & to cater, the then needs such as 

          1.       To prevent Crime

          2.       To establish Police presence everywhere

          3.       Timely attendance of Law and Order problem

          4.       To carry unclaimed dead bodies / injured / deceased / Accident victims to hospital  

 

CCR Mobile Unit and CCR Ambulance Unit was developed. This gained good appreciation from all corners in Pondicherry population.  

 

During 1989-90, 4 mobiles vehicles for patrolling duty and one Ambulance to carry dead bodies / injured persons to Hospital were provided to Central Control Room with the following strength.

4 mobiles with 12 drivers provided from MTO, 12 HC, 24 PC’s, from PAP was provided for patrolling mobiles and 3 drivers 3 HGs was provided from MTO / HG Unit to operate Police Ambulance.   

 

Two CCR mobile performed patrolling duty in South and North regions respectively under the control of CCR. EPABX was upgraded to 60 extensions.

STAGE-III

Additional responsibility to assist Law & Order machinery in respect of grave crimes on receipt of request from Police Station or Investigating Officer. 

a.   Mobilizing forensic van inclusive of Dog Squad / Finger Print Expert, Police Photographer and Police Ambulance  

b.   If required CCR Reserve Force which will be stationed at CCR during odd hours, on the direction of the respective jurisdictional SP’s/Circles Inspectors. 

As this yielded good results and developed the image of Police, a separate creation for 10 mobile for CCR, Pondicherry with manpower was proposed during 1990’s and the sanction was obtained for PONDICHERRY REGION ALONE during 1997 under MODERNIZATION OF POLICE FORCE.

These CCR mobile were deployed for patrolling duty in the trouble some and crime proven areas in Pondicherry Region with required equipments. The above strength for mobile patrolling duty in Pondicherry Region was obtained to ensure

  •       The presence of Police everywhere

  •       To enable the Police attendance to crime / incident / accident with quick response

  •       To suit the social requirement of the Government

  •      To establish the Principle Of Welfare State

  •       To prevent crime / Law & Order problems. 

At the junction, the EPABX was upgraded to 90 extensions through ITI, Chennai at CCR to cater the Offices/ Units at Police Head Quarters. 

STAGE-IV

During deployment, to cater the needs of other regions such a Karaikal / Mahe and Yanam this department had provide Two mobile for Karaikal, One mobile each for Mahe / Yanam respectively, But men power was utilized from PAP at all the four regions.    

 

The strength sanctioned for CCR mobile was recruited by way of general recruitment and rank promotion. They were utilized for general Law and order duties.  

 

In compliance to the AG Audit objection, then during 2002, the entire strength of HC and PC’s sanctioned / recruited for CCR were posted to CCR vide transfer order SSP (L&O) / 02-119, dt.17.05.2002 and 99-302, dt.09.10.99 but attached under the Administrative Control of SP (PAP) (Copy enclosed). Reply in this regard was furnished to the comptroller and Auditor general of India (Copy enclosed).   

   

6 CCR mobiles performed patrolling duty in Pondicherry region with the following strength of PAP adjusted from the CCR Mobile strength at PAP. Posts of ASI’s were diverted to the required places.

As all the 6 vehicles were condemned, in 2006-07, 6 Bolero Vehicles were purchased against condemnation as replacement on par with CCR Chennai & Delhi. These 6 Bolero Vehicles were allotted to officers and 4 old Marshal Vehicles was allotted to CCR for patrolling duty.         

STAGE-V

In compliance to the letter received from Public Grievances commission, New Delhi on the petition of its member Sri Gautam Kaul, re-organization was ordered vide note No.154 / RR / 06 dt. 19.01.2006 and No.54 / OW / SSP(C&I) /2006, dt. 28.02.2006 copy enclosed. Mobile strength was increased and Mobile jurisdiction was fixed as below to concentrate on town regions.

DETAILS OF ACTIVITIES

           1.     To receive information regarding Crime/Law and order and other important matters/events.

           2.     Transmitting all important information to Senior Officers/CIs/SHO’s/etc.,

           3.     To direct the mobile vans to attend the scene of important Crime/Accident/affected places of Law and order etc.,

           4.     To Co-ordinate with Law and order officers in dealing with serious Law and Order etc.

           5.     Information received through Distress/Emergency calls will be commutation the respective police station for necessary 

                   legal action/assistance.

           6.     To assist public in sharing information.

           7.     To receive public utility emergency & distress service calls round the clock via dial 100.  

           8.     To carry dead bodies in Police Ambulance vehicle by receiving phone calls Various Police Stations in Pondicherry region.

TELEPHONE

The Central Control Room is provided with three tariff free emergency BSNL lines with No. 100 and another line with No. 2336790.  Further recently the Reliance phone has provided tariff free telephone connection with No.100 and Air Tell Tata Indicom, Polnet Phone also have been provided another tariff free telephone connection with No. 100 for the benefit of the public.  Daily receiving 500 to 600 calls from public and about 6 to 10 Distress calls requesting for police assistance/help (Fire, Accident, Electric wire falling on the road etc.).  

 

E.P.A.B.X

 

The Electronic Private automatic Branch Exchange with six lines is functioning with 95 intercom connections.  “0” Dialing facilities has been provided about 30 intercom connections.  Four H.G’s are being posted to operate the EPABX system round the clock in three shifts.  The EPABX system and all the six BSNL lines are in working condition.

MOBILES

At present 4 Mobiles are under the Control of CCR.  The Mobile vehicles are on rounds in their respective areas round the clock.  The areas of duty by each Mobile vehicle have been fixed and mentioned in the front page of Mobile vehicle movement register (Mobile GD).  The following vehicles are earmarked for mobile duty.

JURISTCTION OF MOBILE VANS

1.  Mobile I:- Grand Bazaar and Muthialpet-PS limit.  

2.  Mobile II:- Orleanpet-PS, Odiansalai-PS and Mudaliarpet-PS Limit.  

3.  Mobile III:- Reddiaarpalayam-PS Limit.  

4.  Mobile IV:- D’Nagar-PS and Lawspet-PS Limit. 

 

These Mobiles are performing patrolling in Two Shifts with timings from 08.00 hrs. to 20.00 hrs. and from 20.00 hrs to 08.00 hrs of the next day.  Each mobile has 1 HC, 2PC’s, 1HG with one Driver PC/HG.

POLICE AMBULANCE

At present one Police Ambulance was under the Control of CCR.  The Ambulance vehicle was available round the clock.  Swaraj Mazda bearing Reg. No. PY 01-G-7075 was earmarked for Ambulance duty.  One Gr-I Driver Govindan and HG-1532 Dhanajayan were earmarked as drivers for the Ambulance vehicle.

General

   1)   Inspector of Police/SI’s of other units who are not allotted the Mobile vehicles or requested the CCR mobile vehicles to perform 

         Night Rounds and as per their request by receiving W/T messages the CCR Mobile vehicle allotted to them for night patrolling.  

 

   2)    Monitoring VIP visit and L&O incident.  

 

   3)    Organizing Bravo Scheme introduced by SSP (L&O).    

 

The Central Control Room is working in two rooms and no adequate space for providing the EPABX and other equipments.  

 

The Inspector of Police, Police Control Room will be exercise control over the staff and duties of the Mobiles under the Supervision of Supdt. Of Police (Wireless).
